I don't see why they should not be allowed. Whatever has to be transported has to be tied down properly. And they will be.
We were just on holiday with them for 2 weeks. We had also bought the Handi Rack bag. Everything worked without any problems. It comes with many tensioning sets.
We also passed a police car more than once without being stopped. So I don't see any problems here.
