I agree with Plasmic74. You need a circuit to heat the water. Once the cold water flows through the mat, it won't be much warmer than before. To fill a children's paddling pool, we bought an adapter for the lavabo. This way you can fill the pool with warm water using the garden hose.

Theoretically, yes - but the water would not really be warmed up because it would not be a circuit. You would be using cold tap water, which would only be passed through the mat once. This would have to flow very slowly or the mat would always have to be filled, left to rest and then emptied so that the water would be heated.
