Does excess water run out of the planter into the tank, or where (waterlogging)? Is the top of the tank open when the planter is removed (for cleaning)?

The water from the planter runs into the tank. There is no waterlogging because there is an intermediate level from the container to the maximum rainwater level.
The tank is open at the top without a vessel
When the barrel is full, there is waterlogging in the plant tray. Water must then be drained.
When the lid/tray is removed, you have access to the tank.
