Hello Roger - as far as I know, this would possibly be the case if you lay a permanent concrete foundation, but possibly not even then because of the small size. However, this is regulated at the municipal level, so it is best to ask your municipality (specify dimensions).

Basically, it is strongly recommended to lay some form of foundation and attach the greenhouse to it. You can't do it completely without, the greenhouse would fly away immediately. Whether floor bolts and/or concrete is up to you - I have mounted the GH on a frame of heavy wooden beams, which are still anchored in the ground - but without concrete. It would certainly be even more stable...
