Does the buoy or the strap have a predetermined breaking point ? Important for swimming in the river!

In my opinion, the Restube PFD is not suitable for swimming in general. In the river, I would not recommend the Restube for swimming. It has no predetermined breaking points. I use the Restube for SUP and kayaking. There it is ideal but does not replace a full protective waistcoat in difficult conditions.
