For steaming, yes, you absolutely need water at the bottom of the pan. I put the vegetables on the "grid" with round holes which is placed on the top of the pan. It is better to put a good amount of water (5cm) to make sure there is enough.

When all the packaging material has been removed, simply plug in the pot and start a programme. If the lid is not closed, it remains in the heating mode with the circling lights, but becomes hot enough to fry onions or meat, depending on the programme selected. When all the ingredients are in the pot and the lid is closed, an overpressure can be created and when the pressure is reached, the lights stop circling and the set time starts to run back. If it really does not get hot at all, it is defective. PS: runs on induction, so it only heats up the inner pot supplied, not any other vessel, and it does not get hot without this inner pot.
