Do you need water to cook vegetables and do I fill the water directly into the pot. thank you.

For steaming, yes, you absolutely need water at the bottom of the pan. I put the vegetables on the "grid" with round holes which is placed on the top of the pan. It is better to put a good amount of water (5cm) to make sure there is enough.
