This socket measures the instantaneous consumption of the appliances connected to it. It's the same as the popular "Kill-a-Watt". So if, for example, your installation supplies 2000 W but you only plug in 30 W, the smartplug will indicate 30 W.
For what you want to do, you need something different.
The mystrom adapters are actually intended for indoor use. However, I have been using one outside in a socket box for around 7 years and it works without any problems.
