As long as it is switched on via the light switch on the wall, the lamp can be controlled via the app. It can also then be switched off and on - as long as the wall switch is not operated.
If the lamp is cut off from the power via the "normal", physical wall switch, the App or the Bridge can no longer control the lamp. Until the next time it is switched on via the wall switch.

No, unfortunately this is not possible (as far as I know). However, you can use it as a "normal" lamp with an on/off light switch, but "dimming and changing the light mode" will not work. Nabst WLAN you also always need a Hue Bridge.
