I suspect it is due to your adapter. In our case, it is possible to use other cables, but there are actually cables that don't want to charge at all. So it's a combination of adapter (some have several slots, which also have an influence) and cable. But that is my own realisation.

No, the device cannot be used plugged in. It is a battery-powered, cordless bottle warmer that can be charged via a USB-C cord, but cannot be plugged directly into a socket to work.
