Is it really a Thunderbolt 3 cable or just a normal USB C cable that can be attached to the Thunderbolt port logically (always works with Thunderbolt 3), but still does not offer the same. Because I don't see the typical lightning symbol on the plug, which otherwise visually distinguishes Thunderbolt from normal USB-C.

It is a USB-C cable that works on all devices that support DisplayPort Alt Mode. It is not Thunderbolt.

Not sure if this answers you question, but I am using this cable on a Mac Mini (M1) Thunderbolt port for a second display.
