The Vato Rat was designed by artist Craig Stecyk. Stecyk hails from the Santa Monica Dogtown "Z-Boy" surf-skate scene of the 1970s and was surrounded by Hispanic gang culture and graffiti. During that time, he airbrushed many Zephyr surfboards and integrated that influence into his work. The Vato Rat was one of the many symbols he used to adorn surfboards and generally mark territories at local surf spots. In 1983, Stacy Peralta decided to bring back the Vato Rat as a Powell-Peralta graphic. They named it "Rat Bones," and it was used in advertising, on decks, stickers, and T-shirts.
