Is there an app that allows me to stop this scooter?
No, no app - I also secure the scooter with a bicycle lock, through the front of the bike and chain it to something fixed (bicycle stand etc.).
"STOP"? I'm not sure what you mean by that - do you mean blocking against theft perhaps? I had the scooter folded up and secured with a lockable 80 cm wire loop over the handlebars and base.
