Question about Uberscoot Urbo

It doesn't say anything about the Urbo, but only what it means for registered scooters. My guess is that the Urbo is missing the rear light, or the rear reflector, or both, so it is not street legal.
If TCS has already confirmed the registration, I see no reason why it shouldn't work. Otherwise, quickly ask at the road traffic office.
