Is it also possible to simply insert the cooling elements without water? So that it would then become less tropically humid? Or does there have to be water in the tank to be able to cool?

No cooling without water... The functional principle is based on the evaporation of water. The cooling elements cool the water, making the evaporative cooling more pronounced.
