If I have understood and read this correctly, do I need an account to connect to the Netatmo app? And does it also necessarily need one to use it "only" with HomeKit?

Exactly, a free Netatmo account is required to start up the product and to view your data or make settings.
That's right, you can't use the whole thing without a Netatmo account & internet. Unfortunately, there is no direct/local connection.
