Is it possible to set the flap so that it only lets people in after 5.00 pm, for example, and no longer lets them out? What is the HUB needed for?

Yes, you can programme the exit lock. The cat can still get in, but not out.
The hub is necessary so that you can access the device. In other words, connect the hub to the modem/router and then you can make the settings via the app.
