Is it possible to set that at a certain time the flap can only be opened inwards and the cats can no longer get out, but can still get in?

A separate hub is required, then it is possible. This is not possible without a hub.

Yes, as andoria already wrote, you need the hub. It should also be mentioned that it is not possible to programme the flap so that the cats cannot enter the house at certain times. Timed exit YES/ timed entry NO. Only manual locking out via app is possible, programme-controlled not.
