The size of the chair should fit.
The child's legs may not touch the floor and the chair mechanism requires a certain amount of weight. It could be that there are problems.

I don't think you can set it higher if that's its highest stall, because the pneumatic cylinder doesn't go any higher.
But you can always put a seat cushion under it, I think.
