In my case, it doesn't even work when connecting laptop with a "No HDMI signal" monitor.
This will be a DisplayLink adapter, so there are indeed problems with lags, because the signals are sent via USB with DisplayLink drivers. If the cable is used on a USB 2.0 interface, there is correspondingly more lag. This is better with a USB 3 interface, but it would be even better if a USB-C output with video function could be used, as the Vivobook has a USB-C output, then a USB-C dock could be used. Then the DisplayLink driver would no longer be needed and the problem with lag would be solved. Such a dock can do that, even charging with an additional Power Delivery Charger would be possible: i-tec USB-C Metal 4K Dock (HDMI, 100W, Thunderbolt, USB A) i-tec USB-C Metal 4K Dock (HDMI, 100W, Thunderbolt, USB A)
No, only as image output via USB. The other direction is not so easy, that would be something like a video grabber or a capture card.
According to the manufacturer, the adapter is only used for monitors or to transfer to the TV. I would ask the manufacturer directly.
