The Vato Rat was designed by artist Craig Stecyk. Stecyk emerged from the "Z-Boy" surf-skate scene in Santa Monica during the 1970s and was surrounded by Hispanic gang culture and graffiti. At that time, he worked on many Zephyr surfboards with airbrush techniques, incorporating that influence into his work. The Vato Rat was one of the many symbols he used to decorate surfboards and generally mark his territory at local surf spots. In 1983, Stacy Peralta decided to revive the Vato Rat as a Powell-Peralta graphic. They named it "Rat Bones," and it was used in advertising, on decks, stickers, and T-shirts.
