Can the unit be used with the charger plugged in (therefore no charging station)?
Hoi and no, it is a security feature that exactly this is not possible (look here at Philllllips: https://www.philips.ch/c-p...). Quote:
Waterproof long hair clippers and hair trimmers can be safely used and cleaned with water. However, these devices do not work when plugged into a wall socket. They are designed to prevent any kind of accident.

The HC7650/15 model discussed here has the clearly visible tap symbol at the bottom of the appliance.
Philips says so itself:
