I have no idea what this item is. I would rinse the attachments with water, if necessary with washing-up liquid. The appliance with a small brush or with a damp cloth like all electrical appliances. Possibly also with washing-up liquid on the damp cloth. It doesn't get really dirty. It says water-repellent and water-resistant, which is not the same thing. So I would be careful.

You are absolutely right, there is no nose hair attachment in this set. The discrepancy between my idea of All-in-One and that of Philips annoyingly only caught up with me when I unpacked it, which means that I now have to continue using my old (really) All-in-One (formerly) cordless shaver as a nose hair trimmer with a speed-supporting cable connection.

i still use a (non-electric) normal razor for close shaves. i can't get my neck as hairless as i'd like with this machine (but i haven't found another electric razor that can do it). but apart from that, it's really great. i wouldn't give it away again.
