Dresden, 1947: In the second year after the end of the war, the city is part of the Soviet occupation zone and remains a wasteland of rubble. In the biting cold of winter, life is dominated by housing shortages, hunger, and disease. Inspector Max Heller is called to a crime scene in the Neustadt district of Dresden by the newly established People's Police. However, before he can begin his investigation, the dead Red Army soldier is taken away by the military. All that remains is a frozen pool of blood and an abandoned backpack, in which Heller makes a horrifying discovery: the severed head of a man.
