On Monte Somma, above the glamorous, declining city of Pompeii, dead birds are found. During a meeting of bird protectors, the immigrant Jowna has an inspiration: when the volcano rumbles, one should seek safety. Without education, money, or influence, he manages to rise to the forefront of a counterculture movement. Soon, the city leader Fabius Rufus fears that the rumors of the volcano could harm Pompeii. When even the former slave Polybius shows interest, Rufus's wife Livia intervenes, and Jowna's inspiration turns into its opposite.
