At the end of the 21st century, countries around the world compete to train their magicians perfectly in order to maintain the balance of power. Miyuki and her older brother Tatsuya are accepted into the prestigious First National Magic High School, where Miyuki is immediately elected as the representative of the new students. At the school, there are Course 1 students, known as "Blooms," who are the elite based on their exam results, and Course 2 students, referred to as "Weeds," who are considered a sort of reserve in case a "Bloom" drops out.
