New York drug investigator Jimmy "Popeye" Doyle arrives in Marseille to finally take down the fugitive drug lord Alain Charnier. However, his blunt methods are not well-received by his French colleagues. Inspector Barthélémy wants to sideline the rude American. So, Doyle takes matters into his own hands. His impulsive actions, driven by hatred, undermine Barthélémy's painstaking groundwork. To make matters worse, his arch-nemesis Charnier crosses his path: he captures Doyle and forces him to ingest heroin.
