Hello, yes you have to tilt them backwards, the head is adequately protected, our son is 9 months old and we ride with him on the bike is no problem. So on the topic of driving into the car, whether the wheels are still out at the back...and yes, whether the seat is folded down or not...I don't think it matters, it can't withstand the impact of a car...
