Question about Stadler Form Theo

The thing has been running for 2 hours now. The hygrometer in the room shows 65%, the Theo is set to 40%. Only cool air comes out, but nothing goes below 65%. Is that normal?

It works perfectly for me. I have set 40 and the hygrometer shows 43.
