Update: Galaxus sent us a new device under guarantee. And tadaa, now it works wonderfully! So there was definitely something wrong with the old device. The manual also looks slightly different, so I suspect a different production series.

Yes, this works wonderfully for us. We set it to level 4 and after about 2 minutes the waffles are brown.
