Yes, we bought this Stewi for exactly this reason, for my colleague who is in a wheelchair, so that the normal Stewi doesn't always get in the way. He loves it and can pull it up from the wheelchair to the hallway, where the laundry dries.

The Stewi cannot be locked. It has no fixed positions except for all the way up, all the way down (stop) and all the way down (stop). The lowering and raising is done with a rope. I have made knots at the positions on this rope, on the Stewi itself there is a possibility to hook in the rope at the knot points - not very easy to explain ;-) Again: No fixed positions, but you can make your own via the rope.

Yes, the Stewi can be pulled up with wet laundry. It is important that it is well anchored in the ceiling so that it does not come loose from the ceiling even with weight on it. We find that balance is more important (equal weight on both sides) than the weight itself.

The Stewi can be mounted in a length between 128cm and 184cm. In between, 4 fixed lengths are possible, we have mounted it e.g. with 140cm, depending on space requirements. When it is completely raised, it hangs about 15cm below the ceiling.
