Is it normal that during assembly a screw has to be removed from the lever for the reclining backrest and can no longer be inserted?
Correct. This screw blocks the mechanism of the backrest and is no longer necessary, except for future transport as required
I can confirm that too. You no longer need the red screw. But I have kept it.
