Son wants to build 4K gaming PC. Where can I still save? 1070 ti or rather RTX 2070?

Hello dear connoisseurs, I am learning the ropes and trying to put together the right parts. What makes sense, where should I take something else? The case is important to him. All other things (motherboard, fan, processor, graphics, power,... ) is interchangeable. Does the system work like this at all? I don't get it. i5 is apparently enough for gaming, and only Gen. 8 processors fit on this motherboard. That's all I found out. The important thing is simply: fast graphics, good processor, fast RAM. https://www.digitec.ch/de... Many thanks already!
