Will I be able to use GPS for navigation where there is no WiFi or cellular? For example on the sea

Yes, GPS does not depend on WiFi nor Cellular. The only thing you may notice is, that the GPS will take a bit longer to find the position because it cannot download the A-GPS data from the Internet so it has to wait for the data from the GPS satellites. But we're talking about 45 Seconds longer here so...
