Make sure you use the SATA M.2 connector and not the PCIe.

maybe a M.2_2 that runs over pcie my asus rog board also had problems. take another slot and bang it works

Is the interface in the bios set to AHCI and not to NVMe (PCIe)?
You have to move the other SATA ports one down, M.2 always reserve SATA_1, i.e. the first SATA port, for themselves.

If power & Sata cable are connected correctly, probably a new defect. Otherwise try another cable & another slot
