Is this docking station compatible with Dell (home) and HP (office)? Both can use ZSB- C.

Yes, tested with Dell XPS13 (9350) and a newer HP (EliteBook 840 G8 I think).

Most likely yes. The driver may have to be installed manually if the USB C version is not compatible (must support DP out). If this were the case, the HDMI port would not work. Only the two DPs give a picture signal.
