Is telephony from Switzerland to Lichtenstein and vice versa included in the flat rate?

According to the tariffs (https://connect.digitec.ch/static...), Liechtenstein belongs to the EU zone.
Ergo not in the flat rate - Liechtenstein would therefore cost you CHF 0.75 per minute.
