Is it possible to use Hama sound insulation for the windows so that less noise from outside (cars on the street) penetrates inside the flat?

Rather no, the foam comes on the side with the noise, so it would have to be attached outside, but it is not weatherproof. It is also black and opaque. It would be much more efficient to wall up the window.
