Yes, the A plugs and sockets are compatible, but the B plugs look different for 2.0 and 3.0...
As far as I know, I have USB 2.0 and 3.0 ports on my PC and I can connect both. The only thing that is affected is the transfer rate, because USB 3.0 has a higher rate, so it is lower when you connect a USB 2.0.
USB 3.0 is usually backwards compatible, isn't it?
