This is a hybrid docking station. The HDMI connection is connected via USB-C DP old mode. Whereas the 2 DP connections are connected via the integrated USB graphics card.
The monitor limitation of Macbooks is thus circumvented.
The docking station works both via USB-C/TB and USB-A (an adapter is included).
Drivers must be installed for the USB graphics card. Drivers are available for MAC/Windows/Linux.
When connecting 3 monitors, the max. Resolution 2x 4K/60Hz + 4K/30Hz.

It even works with three external 24" monitors and an additional open notebook display (on a 2015 and 2019 Intel MacBook Pro). So far, I have only had 2 external 24" monitors on a small MacBook (I don't know the year) (plus notebook display).

For me it works with 2 external monitors with the Display Link Manager v1.6, but I cannot give any guarantee for other setups.
