Yes it can - !! BUT !! - there are a lot of security mechanism's implemented. To "hurt" the card you have to act really stupid. So, under normal (OC-)circumstances you will not cause any damage

Like every other overclockable component it might take damage when doing it wrong. Altough a gpu is not as sensitive as a cpu since voltage and power is limited by its factory preset and/or hardware. Clocking it too high would just cause it to crash or generating artifacts. Its probably not even able to clock into dangerous areas because of voltage shortage.
