Can I use this to connect multiple peripherals (e.g. two monitors (DP), webcam (USB-A), mouse & keyboard (USB-A) to one PC? If so, which one cable would need to be connected to the PC, the USB-C data cable on the back (where the other ports would be)?
Yes, that is exactly what the dock is for. The socket labelled "USB-C Data" is located on the front and is used to connect an external hard drive via USB-C, for example. You connect the PC with a USB-C cable to the socket on the back, which is labelled "USB-C IN PD".
