Can I use the Apple Pencil for two devices at the same time if I work on an iPad Pro 2021 (5th gen) and an iPad mini 2021 (6th gen) at the same time or do I need a pencil for each device?

No. This does not work at the same time because the pen is connected via Bluetooth and a Bluetooth device can only be connected to one device at a time.
