You will receive a download link from Wacom to get to know your Wacom with software. Probably a drawing/colouring software :)

Personally I found this tablet useless. The expensive Cintiq is really useful because you can see directly what you draw. The Intuos was just too difficult to use for anything like drawing or teaching.
No only graphics

If I am correct, MudBox is a CAD-SW from Autodesk.
I don't know whether specific functions work (probably not, or only to a limited extent compared to other solutions). In terms of handling, I would not necessarily rely on this solution for CAD, at least not if it is used in a professional environment. For this price, you can't really go wrong if you want to try it out or use it at home. At least not if you are aware that it is just a more comfortable mouse in terms of handling.
This was also my first model and I am extremely satisfied with it. Intuitive ... great software. I don't know the One S but the Intuos S is definitely suitable for beginners.
With the pad I had just bought, I could choose one of two software packages during installation.
I could choose between Painter Essentials 6 or Corel AfterShot 3 (not Plus!).
I didn't notice anything about French/Italian. Of course, you don't notice any difference on the tablet itself, and the driver software supports all languages. Maybe this version is cheaper than the German one.
