This results from the power consumption of the Aquantia AQC107 chip, which consumes around 6 watts in 10 gigabit mode, plus around 2.2 to 3 watts for other components and voltage regulators, so that the total consumption does not exceed 10 watts. The compatibility of thunderbolt/usb is one directional: You can use a usb (and of course a thunderbolt) device with a thunderbolt interface of a computer but not v.v. a thunderbolt device with a computer’s usb interface. I don’t know any device which is capable of usb and(!) thunderbolt protocol at one interface connector. The OWC adapter is a Thunderbolt 3 device at one end (and an Ethernet device at the other end).
The device only works with Thunderbolt. The connection is identical to USB C, but I'm afraid that the Surface doesn't support Thunderbolt.
