On the manufacturer's page: "The Lenovo USB-C to HDMI 2.0b adapter connects notebooks with USB Type-C ports to display devices that have HDMI ports, such as monitors and projectors. ... take advantage of HDMI 2.0b technology, such as support for resolutions up to UHD 4K at 60 Hz."
So this adapter makes a connection from USB-C to HDMI (out). If an HDMI recording device is connected to it, it should be possible to record the output from the "notebook".

Yes, but such a product is pretty pointless, because it only offers an HDMI output and blocks the USB-C port. The Lenovo's USB-C port can also connect LAN, other USB ports, DisplayPort and charge the notebook.
It makes more sense to buy a USB-C docking solution right away, this one can also drive 4K UHD screens that have 3840 x 2160 pixel resolution.
