If you have 2 slots, you can also use 2, in your case it is best to use 2 identical RAM sticks if possible. Modern mainboards usually support at least 64GB RAM (1x64GB, 2x32GB or 4x16GB possible), older mainboards sometimes only officially support 32GB, but you will not be affected by this. If you are unsure, you can always check the manual or online to see how much RAM your mainboard officially supports. Whether 2 or 4 slots is only relevant if you actually need the amount of memory (depending on the manufacturer and mainboard type, 64GB+), for most of the time 16GB is already enough, 32GB is future-proof for a few years. A 60% load with 16GB RAM is just under 10GB, of which Windows already needs 3-4GB for standard operation. As long as you don't upgrade your other components or use RAM-hungry applications, you are already well off with your 16GB :)

You could. But it's better to use 2x16 GB. It's faster because the RAM then runs in dual channel.
My personal experience is that motherboards can sometimes be very tricky when it comes to mixing RAM. I would recommend buying a cooler that does not unnecessarily hide a slot.

Which mainboard do you have? Have you activated XMP in the BIOS?

Hello Turbo_Cactus I did a little research and found the following: - 8 x DDR4 DIMM sockets supporting up to 256 GB (32 GB single DIMM capacity) of system memory. - Support for DDR4 3600(O.C.) So up to this point it should work. As far as I have just read through the correct specification to: HP OMEN 30L Desktop - GT13-0709nz... there are: HyperX® 16 GB DDR4-2933 XMP SDRAM (2 x 8 GB) installed. So if you want to upgrade to 32GB Ram... then this Ram won't fit.

According to research, these modules are compatible with the ASUS Z170-A at full speed.
There are two possibilities: The first option is to check if the XMP profiles of your memory are enabled, to allow your DIMMs to run at their maximum frequency. The second is that you may have ordered/received the wrong memory sticks.
Also pay attention to the memory form factor and buffered/unbuffered. There is also a QVL list for most boards, where the tested bars are listed.
