Basically no: to get into the WLAN with the stick, it needs DHCP à priori. The stick itself then has the IP 192.168.8.1, i.e. on the computer, the stick can be set as the standard gateway and preferred DNS server 192.168.8.1 for IPv4 if necessary (but what is that supposed to do?). Of course, an IP in the range 192.168.8.x would have to be defined there for the computer. I leave the settings on the computer set to automatic without any problems. However, if the opinion is that it is possible to access a device behind the stick from the outside, as with routers on the fibre optic/DSL, this will never work à priori, because a public IP is necessary for this, but the mobile internet in Switzerland only assigns the user rated IPs, which are not understood as public. The change in the DHCP could also never bring about anything with this Uebebeungsanlage.
It's hard to say, but I would guess that a TV is not able to install drivers for a USB surf stick. Therefore, I would recommend that you buy a router with mobile function and connect the TV to the router either via LAN or WLAN.

The product description says "standard SIM". This was already the case when I bought my stick. Standard SIM means the large SIM. The others are called either Mini or Nano. I also use the SIM in the stick with an adapter and it works for me without any problems.
