On macOS 10.15 I can scan locally. It works via the system settings as well as via HP Easy Scan. Maybe uninstall the HP software completely and reinstall it? Or dial the scanner from a non-HP program?
I haven't tried it but the option exists.

The printer is flat at the bottom and has no feet, so this should not be a problem. The front part may also protrude over the footprint without any problem, as there is enough weight on the whole surface at the back.
