Questions about ASUS PRIME X670E-PRO WIFI

Is the board compatible with the Ryzen 9 7950x3d? I'm a little confused because the support page shows 4.4 GHz, but the Ryzen 9 has 4.2 GHz.

System load, another question about the anomaly. For example, I copy 2-6GB of data in the background and have a game (game only medium load) actively running, I have extreme lags during these actions. Converting video works on the side without lags. I have done this before with an I9700k and Z690 board and never had any problems. Does the PCI Express 5 of the GPU share the interface with the M2 slots? (nothing is mentioned in the manual)

Power Off = not Power Off Is it really the case that with Windows 10/11 the quick start option must be deactivated (with an additional 2 BIOS settings) so that when Windows is shut down, the PC is really switched off completely? If this is not specifically set, the connected USB devices continue to light up (are under power).

What RAM can you recommend for the board? RGB if possible.

Is the MB passively cooled, or are fans installed?

This motherboard is listed as x670 in the specs but x670E in the name? What is the truth?
